Twelve scholars are selected each year. The application is competitive and deeply personal — we are selecting not only for talent, but for character.

Eligibility

Who we are looking for.

The Washington Program selects scholars from across the United States — from small liberal arts colleges, large universities, Ivy League institutions, and HBCUs alike. Alumni have been admitted to every top law school in the country and lead in business, ministry, the academy, and public service.

  • College sophomore

    Applicants must have sophomore standing at an accredited college or university and have completed at least one academic year on campus. First-year students with sophomore status are not eligible. Second-year community college students may apply, but must show proof of acceptance to a four-year institution before their first Institute summer.

  • Strong academic performance

    The Institute has no GPA cutoff, but transcripts are read carefully. We expect a rigorous and challenging courseload. All majors are welcome.

  • Campus involvement

    Applicants should be active members of their campus communities — student organizations, arts or athletic programs, and community service.

  • Two-summer commitment

    The Washington Program runs over two consecutive summers — the summers before junior and senior year. Applicants must be willing to commit to both.

Application Materials

What to submit.

Applications are reviewed by Institute staff and alumni. During the review process, you may be contacted for a phone or video interview.

    Application form

    A short form that collects student information and three brief essay responses (50–250 words each).

  2. 02

    Essay

    Discuss America's greatest accomplishment and greatest failure since its founding. No more than three pages, double-spaced. We are looking for your opinions — not a research paper.

  3. 03

    Photo

    A clear, recent headshot for use as a profile picture.

  4. 04

    Resume

    Detail campus involvement, volunteerism, and work experience so we can assess leadership.

  5. 05

    Two writing samples

    Papers written in college-level courses that demonstrate your ability to think critically. Graded copies with professor remarks are preferred but not required.

  6. 06

    Two letters of recommendation

    From professors, administrators, internship supervisors, or others who can speak to your academic ability, leadership, and character.

    Official transcript

    Sent directly from your campus registrar.

Common questions.

What makes a strong candidate for the Washington Program?

With only twelve spots available, the process is extremely competitive. We look for students who excel academically, lead with integrity, and show a deep commitment to making a difference. To us, the "best" comes before the "brightest" — we want individuals who shine in the classroom and are driven to use their talents for the greater good.

Are international students eligible to apply?

Only American citizens are able to participate in the Washington Program.

Is there a specific career field or major the program looks for?

No. We accept applicants of all career interests and backgrounds.

Is the program one summer or two?

Two. Scholars complete two consecutive summers in Washington, D.C. — the summers before their junior and senior years — which includes two internships that don't have to be in the same field.

What if I already have another internship for the summer?

If your internship is in Washington, D.C., you are welcome to keep it and still apply. If you don't have one lined up, the Institute will help you find one that aligns with your career goals.

Are the internships paid?

We strive to secure paid opportunities through our partner organizations. If an organization cannot offer a stipend but the opportunity aligns with your goals, the Institute provides a $5,000 stipend for the eight-week program. Housing at George Washington University is included.

What else does the program offer beyond internships?

Personalized professional development workshops, rigorous academic seminars, private meetings with prominent leaders, and social activities. Most importantly, you'll join a community of alumni who support one another long after the two summers have ended.

What are the program dates?

Move-in is May 30, 2026 and move-out is July 25, 2026.
